2010 - 2011 Board of Directors
Six Board members provide policy direction for TRIO. Two each are elected by Municipalities Newfoundland & Labrador (MNL) and by the Professional Municipal Administrators (PMA). In turn, MNL and PMA each appoint one additional member. Elected members serve for two years and are eligible for re-election. Appointments are for one year, and can be renewed.

Board Members' Bios
Jim Farrell is a Councillor in Wabush, He was mayor for twelve years and deputy mayor for four years prior to that. Additionally, he is the current president of the Combined Councils of Labrador. Jim has also served on the Board of Directors of Health Labrador Corporation for nine years, three of which as chair. He is a past president of the Kinsmen Club and the Labrador West Rotary Club. He is a member of the Masonic Lodge and a fourth degree member of the Knights of Columbus. Jim retired from Wabush Mines after a thirty year career.
Jim has served on the NLMEB Board for twelve years and has been the vice president for the past five years.
Dennis Kelly began his career in municipal administration in 1984 when he was hired as the Town Clerk in the Town of Marystown. Since 1997, Dennis’ title has been “Town Clerk/Manager”. He earned the professional designation “Certified Municipal Clerk” (CMC) from the International Institute of Municipal Clerks, of which he is a member. He is also a member of the Canadian Association of Municipal Clerks.
Dennis is a past president of NLAMA. He has served on the NLMEB Board since 1998, first as a NLAMA Appointee, and now as the NLAMA elected representative. In February 2008, Dennis was appointed Chair of the NLMEB Communications & Marketing Committee.
He is active in his community. Dennis is a member of the local Kinsmen Club and a Life Member of Kin Canada. He is also Secretary of the Marystown Come Year 2008 Committee, and Secretary to the Urban Municipalities Committee of Municipalities Newfoundland and Labrador.
